ALBANY, N.Y. — New York marijuana regulators voted Tuesday to settle a federal lawsuit that has blocked them from granting dispensary licenses within the Finger Lakes area.

The settlement reviewed at a gathering of the Cannabis Control Board would take away a authorized obstacle that has slowed the expansion of New York’s fledgling marijuana market.
